The Imperial Government of the Second Totemian Empire consists of the Emperor at the top, the Chancellor & Vice Chancellor, the Chief Justice and Supreme Court, Parliament, and the Privy Council.

The Emperor and the Tributaries

The Emperor is the Head of State and of Government, as well as the Head (Pauramonté) of the High Government. The Chancellor is the Second-in-command to the Emperor and is the Head of the Low Government. The High and the Low Governments are called Tributaries.

Judiciary

The Supreme Court

The Supreme Court (and Chief Justice) act independently to the tributaries, but report to the Emperor. All lower courts report to the Supreme Court. They have the authority to interpret the Constitution and its amendments. Along with this they have judicial review, giving them the power to strike down any bills or executive acts that are found to be unconstitutional.

Legislature

Parliament

The Parliament of the Second Totemian Empire is the legislature of the nation. It is a part of the Low Government and is divided into two houses, the House of Commons and the House of Lords. The House of Commons is elected and is the main part of Parliament. The House of Lords is appointed by the Emperor, consisting of mostly nobles from the constituent-state Kingdoms. Both houses have 16 seats.

Advisory

The Privy Council

The Privy Council, officially His Imperial Majesty's Most Honourable Privy Council, is the advisory body for the Emperor, located in the High Government. It consists of government ministers like the Minister of Foreign Affairs, Interior, Infrastructure, Agriculture, Engineering, Finance, etc. The Crown Prince, the Chancellor, and the Vice Chancellor are also a part of it.

Form of government

A Unitary semi-absolute monarchy

The form of government of the nation is a Unitary semi-absolute monarchy. The Constitution of the Second Totemian Empire does grant the Emperor absolute powers, but he has chosen to keep a Parliament sitting throughout his reign, and has allowed of the free elections of the House of Commons and the Government.
