Preamble: In the following, the split of the Imperial Government into two new quadrants [branches], given the name Tributaries, there is to be two said tributaries, the Tributary of the High Government and the Tributary of the Low Government.

The Emperor is the Head of State, the Supreme Head of Government, the Grand Marshal of the Imperial Military, His word is law. The New Prefectoral College (the House of Lords) is made up of all the leaders of the constituent countries in the Totemian Empire in one council.

The Chancellor is the Second in Command of the Government, or the Head of the Low Government. They are the right hand man of the emperor, and the Chancellor is the Highest possible position a civilian can achieve in the entire empire. They can serve as many terms as they’d like and they have 90 day terms, which start on the 25th of that month, the election takes place on the fifth day every 3 months. The Vice-Chancellor has the same term rules as the Chancellor, they help the Chancellor run the Low Government.

This is basically taking the old government’s two branches (The Imperial and Federal Governments) and Reforming them to match with the modern needs of Totemians, All current government workers and employees shall keep their current power as this Imperial Order stands.

For this to be passed, the Emperor must sign these documents, and the Constitution must be updated with the new government reforms.

The Parliament is given some new abilities like being able to impeach the Chancellor or a Constituent Country Leader.

Article I: Establishment of the Supreme Court

Creation of the Court: Thereby established the Supreme Court of the Totemian Empire, the highest and final appellate court in all matters of law and justice within the Empire.

Jurisdiction: The Supreme Court shall have original and appellate jurisdiction over all cases concerning the interpretation of the Imperial Constitution, the laws of the Empire, and disputes of the highest national importance. It shall also have the authority to resolve conflicts between lower courts, government branches, and the sovereign.

Article II: The Composition of the Supreme Court

Number of Justices: The Supreme Court shall be composed of a Chief Justice and a maximum of six Associate Justices, whose appointments shall be made by the Sovereign, with advice from the Imperial Council.

Qualification for Appointment: Justices of the Supreme Court must be distinguished in their legal expertise, proven integrity, and commitment to upholding the laws of the Totemian Empire. The Sovereign may select candidates from among the ranks of legal scholars, former judges, or individuals with substantial experience in Imperial law.

Article III: Appointment of the Chief Justice

Appointment of Chief Justice: By the powers vested in Me, I hereby appoint Luke Castellan as the first Chief Justice of the Supreme Court of the Totemian Empire, effective immediately. Chief Justice Castellan is to serve at the pleasure of the Sovereign, and shall hold office for as long as he remains in good standing, unless otherwise removed for cause as specified in the Constitution.

Duties of the Chief Justice: The Chief Justice shall preside over the Supreme Court, oversee the administration of judicial matters, and ensure the proper functioning of the Court. The Chief Justice shall also represent the Supreme Court in official matters before the Imperial Court and the Sovereign.

Article IV: Powers and Functions of the Supreme Court

Interpretation of the Imperial Constitution: The Supreme Court shall have the exclusive authority to interpret the Constitution and its amendments. It shall resolve all constitutional disputes and ensure that all laws passed by the Imperial Legislature are in alignment with the fundamental principles of the Constitution.

Article V: Powers of the Chief Justice

Presiding Authority: The Chief Justice shall preside over the Court’s sessions and shall have the power to determine the schedule, docket, and allocation of cases among the Justices. The Chief Justice shall have the power to establish judicial protocols and procedures in collaboration with the Associate Justices.

Leadership Role: The Chief Justice shall represent the Court in all matters involving the Sovereign, the Imperial Council, and other branches of government. Article VI: Implementation and Enforcement

The upper house will be the house of lords who will hold titles of peerage and some lords will probably be in the privy council as well. Most Third Council members will become members of the House of Lords, they will be addressed as a title of peerage such as DukeEarl,Viscount,Baron,etc. / My Lord

The lower house will be the house of commons where most people will be, the vice chancellor of the totemian empire will be the speaker of the house of commons. most third concert members will become members of the house of commons, they will be addressed as Honourable Member/ The Honourable

power will be 50/50. If a bill is passed by the house of commons by a 2/3 majority it will go to the lords, if it passes 2/3 there it will go to the chancellor, (for minor laws/bills) if the chancellor is fine with it it goes to the emperor where it will be passed or vetoed, if the chancellor isn’t fine with it then the process restarts (for major bills) the lords will directly take the bill to the emperor, if the emperor vetoes the bill the process restarts, if the emperor is fine with it then the bill is passed.

The Anniversary of the Decree of Union on the 15th of March (15 March 2021) will simply be known as “Union Day”, and will also be observed on the 16th in some cases.

The Anniversary of the Founding of the Totem Empire on the 24th of April (24 April 2023) will simply be known as “Unification Day”.

“Totem Day” will continue to be observed from the 8th of June to the 11th of June (8 June 2021 - 11 June 2021)

The Anniversary of the Founding of the Second Totemian Empire on the 5th of July (5 July 2024) will simply be known as “Empire Day”.

• They will answer to the courts and Emperor directly, and their jurisdiction will be the entire main realm of all kingdoms, republics, governorates, territories, and imperial cetes. Regular peace officers of the NGP will be known as constables, they swear an oath of allegiance to the monarch; "I [full name], do solemnly and sincerely and truly declare and affirm that I will faithfully discharge the duties of constable, and that I will be faithful and bear true allegiance to His Imperial Majesty Emperor Vasili, his heirs and successors, according to law. So help me God."

Constables will have the authority to execute search warrants, arrest warrants, arrest and detain with probable cause and the authority to use lethal force if required to.

• Being a constable will first require at least 2 hours of training. Current servicemen may also serve as constables while keeping their current rank in the military.

Local Law Enforcement

• Local government authorities such as kingdoms, republics, governorates, territories, and their subdivisions all the way to cete level will be in charge of creating their own agencies and departments. For a standard, there should be one in every capital cete of a constituent state, and these capitals and major cetes for those subdivisions.

I.O. No. 49 — Establishment of the Imperial Financial Funds

PREAMBLE

We, His Imperial Majesty Vasili the First, Emperor of all the Totemias, by the supreme autocratic power vested in Our person by Almighty God and enshrined in the Constitution of the Totemian Empire, do hereby ordain and establish this Imperial Order for the formal organization, designation, and allocation of the Imperial financial reserve, so as to ensure the strength, stability, and prosperity of Our Empire, Our Crown, and Our per/son.

ARTICLE I — ESTABLISHMENT OF FUNDS

Section 1. From the total Imperial Reserve Fund of 21,570,000.00 SL (Shilleng) in HIM Treasury, there are hereby formally established three (3) distinct financial funds, each with its own purpose, governance, and allocation, as described in this Order.

Section 2. The three funds are hereby named and established as follows:

I. The Imperial Reserve Fund — the principal fund of the Empire, administered by

II. The Crown Treasury of Omnislavia — the royal treasury of the Kingdom of Omnislavia, covering its government operations.

Section 1. The Crown Treasury of Omnislavia, holding 4,314,000.00 SL, is hereby established as the royal treasury of the Kingdom of Omnislavia, a constituent Kingdom of the Second Totemian Empire, held in right of the Crown by His Imperial Majesty in his capacity as King of Omnislavia.

Section 2. The Crown Treasury of Omnislavia shall fund all government operations of the Kingdom of Omnislavia, including the Royal Council, internal administration, and other Omnislavian governmental functions as directed by His Imperial Majesty.

Section 3. The Crown Treasury of Omnislavia is distinct from and subordinate to the HIM Treasury, and its administration falls under the authority of His Imperial Majesty as King of Omnislavia.

Section 4. From this precedent, Other constituent states may request a constituent treasury from HIM Treasury.

ARTICLE IV — THE SOVEREIGN'S FUND

Section 1. The Sovereign's Fund, holding 2,157,000.00 SL, is hereby established as the personal fund of His Imperial Majesty, Vasili the First, for personal and lifestyle expenditures befitting the station of the Emperor of all the Totemias.

Section 2. The Sovereign's Fund belongs to the person of the Emperor, not to any office or institution, and shall remain with His Imperial Majesty irrespective of any change in governmental arrangements.

ARTICLE V — SUPREME AUTHORITY

Section 1. His Imperial Majesty retains supreme authority over all three funds at all times, in accordance with Article III of the Constitution of the Totemian Empire, which vests all governmental powers in the Emperor of all the Totemias.

Section 2. This Imperial Order shall take effect immediately upon the signature of His Imperial Majesty and shall be considered law throughout the Empire.

The dismissal of The Honourable Minister Sesabastian Cawthon PC, Abradolf Lincler, and Mayor Flawless of Paeonia from their positions due to prolonged inactivity. All aforementioned individuals shall remain eligible to run again or be re-appointed in the future.

These former Members of Parliament have not participated in government affairs for several months, and I find their dismissal necessary in order to maintain an active and organized Parliament.
