By the authority vested in Me as Emperor by God, the Constitution, and the Laws of the Totemian Empire, I hereby order:
1. Grant of Imperial Clemency
Whereas Governor Butter was adjudged guilty of corruption by the Supreme Court of the Totemian Empire and ordered to pay a fine of 50,000, and whereas it has since been determined that the conduct giving rise to the proceedings was intended as a joke and did not constitute genuine corrupt conduct or result in any actual abuse of public office, I hereby extend Imperial Clemency.
2. Remission of Fine
The monetary fine of 50,000 imposed by the judgment of the Supreme Court is hereby fully remitted and forgiven. Governor Butter shall have no obligation to pay said fine.
3. Judicial Warning
The Serious Judicial Warning issued by the Supreme Court shall remain on the official record as a reminder that conduct capable of being reasonably interpreted as misconduct, even when intended humorously, should be avoided by public officials.
4. Effect of this Order
This Order shall not overturn or invalidate the judgment of the Supreme Court but shall serve solely as an exercise of the Emperor’s constitutional authority of executive clemency with respect to the financial penalty imposed.
This Order shall take effect immediately upon its signing.
