By the authority vested in me as Emperor by God, the Constitution, and the State, I hereby order:
1. Dissolution of the Republics
In accordance with the new amendments to the Constitution, all Republics of the Empire are hereby dissolved as administrative divisions.
All governmental powers, offices, and authorities previously exercised by the Republics shall cease to exist except where temporarily continued by Imperial direction during the period of transition.
2. Re-establishment of Republics as Governorates
Every former Republic shall henceforth constitute an Governorate.
Each Governorate shall be administered by an Governor appointed by and serving at the pleasure of the Emperor, until the next election cycle, exercising such powers and responsibilities as are prescribed by the Constitution, Imperial law, and further decree.
All references in Imperial law, regulations, maps, and official records to “Republics” shall be understood to refer to “Governorates” where applicable.
3. Continuity of Government
The dissolution of the Republics shall not affect the territorial boundaries, legal obligations, or administrative continuity of the Empire.
Existing laws, regulations, and local ordinances shall remain in force within the newly established Governorates until amended or repealed by competent Imperial authority.
4. Implementation
The Chancellery, all Ministries, the Armed Forces, and every organ of the Imperial Government shall immediately take all necessary measures to implement this constitutional reform.
All official documents, records, and administrative designations shall be revised to reflect the replacement of Republics with Governorates.
5. Supremacy of this Order
All prior statutes, decrees, customs, or administrative practices inconsistent with this Order are hereby superseded to the extent of such inconsistency.
This Order shall take effect immediately upon its signing.
