By the authority vested in me as Emperor by God, the Constitution, and the State, I hereby order:
1. Reform of the Hero of the Totemian Empire
The title known as the “Hero of the Totemian Empire” shall henceforth cease to function as a form of knighthood or chivalric rank.
From this day forward, it is simply defined as the highest military and national honour of the Imperial Armed Forces, to be awarded solely for:
• Extraordinary bravery in combat or wartime leadership
• Exceptional service to the security and survival of the Empire
• Acts of heroism far beyond the call of duty
This honour shall not confer noble status, knighthood, or hereditary privilege, but shall remain the most prestigious recognition within the military sphere of the Empire.
2. Establishment of The Most Noble Imperial Order of Saint George
There is hereby established a new Imperial Order of the Realm:
The Most Noble Imperial Order of Saint George
The Order shall recognise:
• Supreme service to the Emperor and the House of Vasilinov
• Outstanding leadership in civil or military office
• Exceptional contributions to the glory, culture, and stability of the Empire
The Order shall be structured in ranks as determined by Imperial decree.
3. Grand Mastership
His Imperial Highness Crown Prince Charles, King of Talevontage, is hereby appointed and confirmed as:
Grand Master of The Most Noble Imperial Order of Saint George
He shall preside over the governance, appointments, and ceremonial direction of the Order, subject to the authority of the Emperor.
4. Supremacy of Imperial Authority
All prior statutes, customs, or traditions inconsistent with this decree are hereby superseded.
The Imperial Household, Armed Forces, and all ministries shall recognise and implement these changes immediately.
