An order for extended legal and judicial reformation, establishment of first responder and emergency services, and other things to benefit the safety of the public and the judicial process.
Arrest and Indictment Arrest
• You can only be arrested after either probable cause is found, (for example evidence linking you to a theft) or an arrest warrant is issued by a magistrate or higher.
• After you are detained and arrested, you will be booked at a police station where your information and evidence will be recorded, and the specific charges will be documented. For minor charges, you might be issued a citation (a "ticket") and released with a court date instead of being held in jail.
Initial Appearance and Bail
Initial Appearance
• Within 24 to 48 hours of arrest, you appear before a judge who identifies you and officially informs you of the charges.
Release/Bail
• The judge decides if you can be released on your "own recognizance" (a promise to return) or if you must post bail
Arraignment and Plea The Plea
• This is the first formal court hearing where you enter a plea: Guilty, Not Guilty, or No Contest
Representation
• If you cannot afford an attorney, the court will appoint a public defender at this stage.
Indictment Note
• For misdemeanors like petty theft, a grand jury indictment is rarely required. Instead, the prosecutor filed a "Complaint" or "iINformation" to move the case forward.
Law Enforcement
National Gendarmerie and Police
• The National Gendarmerie and Police will be the national police and civil law enforcement agency, and will be a branch of the Imperial Armed Forces placed under the jurisdiction of the Ministry of the Interior
• They will answer to the courts and Emperor directly, and their jurisdiction will be the entire main realm of all kingdoms, republics, governorates, territories, and imperial cetes. Regular peace officers of the NGP will be known as constables, they swear an oath of allegiance to the monarch; "I [full name], do solemnly and sincerely and truly declare and affirm that I will faithfully discharge the duties of constable, and that I will be faithful and bear true allegiance to His Imperial Majesty Emperor Vasili, his heirs and successors, according to law. So help me God."
Constables will have the authority to execute search warrants, arrest warrants, arrest and detain with probable cause and the authority to use lethal force if required to.
• Being a constable will first require at least 2 hours of training. Current servicemen may also serve as constables while keeping their current rank in the military.
Local Law Enforcement
• Local government authorities such as kingdoms, republics, governorates, territories, and their subdivisions all the way to cete level will be in charge of creating their own agencies and departments. For a standard, there should be one in every capital cete of a constituent state, and these capitals and major cetes for those subdivisions.
Emergency services
Fire Department
• Fire Departments will be teams of permanent or volunteer firefighters that provide fire prevention and fire suppression services as well as other rescue services.
• Local government authorities such as kingdoms, republics ,governorates, territories and their subdivisions all way to cete level will be in charge of creating their own departments and teams.
• For a standard, there should be one in every capital cete of a constituent state, and the capitals and major cetes for those subdivisions -
• Emergency medical services (or paramedic services)
• Emergency medical services will be teams of permanent or volunteer paramedics that provide urgent pre-hospital treatment and stabilisation for serious illness and injuries and transport to definitive care.
• Local government authorities such as kingdoms, republics, governorates, territories and their subdivisions all the way to cete level will be in charge of creating their own units and teams.
• For a standard, there should be one hospital in every capital cete of a constituent state, and the capitals and major cetes for those subdivisions
