I declare four days of mourning starting tomorrow for the passing of Yevgeny Socrates, the former Emperor of the Totem Empire. All flags and banners (except for specific flags like the Imperial standard) will be lowered half-mast or surmounted by a black ribbon or pennant on all government buildings for four days. He will lay in state for three days at the Rotunda in the Totemian Parliament Building, and will be granted a state funeral.
