S.h.G.\n\n## **IO-20**\n\nEstablishing the Supreme Court of the Totemian Empire\n\nDated: 7 March, 2025\n\nI, By the Grace of God, His Imperial Majesty, Sir Vasili Ivanovich, Emperor of Totemia, King of Omnislavia, Grand Marshal of the Imperial Armed Forces, Supreme Head of the Imperial Government, Pauramonté of the High Government. S.h.G., by the power vested in me as Emperor, in recognition of the need for the highest judicial authority to ensure the fair and just administration of our laws, hereby issue this Imperial Order, establishing the Supreme Court of the Totemian Empire.\n\nArticle I: Establishment of the Supreme Court\n\nCreation of the Court: Thereby established the Supreme Court of the Totemian Empire, the highest and final appellate court in all matters of law and justice within the Empire.\n\nJurisdiction: The Supreme Court shall have original and appellate jurisdiction over all cases concerning the interpretation of the Imperial Constitution, the laws of the Empire, and disputes of the highest national importance. It shall also have the authority to resolve conflicts between lower courts, government branches, and the sovereign.\n\nArticle II: The Composition of the Supreme Court\n\nNumber of Justices: The Supreme Court shall be composed of a Chief Justice and a maximum of six Associate Justices, whose appointments shall be made by the Sovereign, with advice from the Imperial Council.\n\nQualification for Appointment: Justices of the Supreme Court must be distinguished in their legal expertise, proven integrity, and commitment to upholding the laws of the Totemian Empire. The Sovereign may select candidates from among the ranks of legal scholars, former judges, or individuals with substantial experience in Imperial law.\n\nArticle III: Appointment of the Chief Justice\n\nAppointment of Chief Justice: By the powers vested in Me, I hereby appoint Luke Castellan as the first Chief Justice of the Supreme Court of the Totemian Empire, effective immediately. Chief Justice Castellan is to serve at the pleasure of the Sovereign, and shall hold office for as long as he remains in good standing, unless otherwise removed for cause as specified in the Constitution.\n\nDuties of the Chief Justice: The Chief Justice shall preside over the Supreme Court, oversee the administration of judicial matters, and ensure the proper functioning of the Court. The Chief Justice shall also represent the Supreme Court in official matters before the Imperial Court and the Sovereign.\n\nArticle IV: Powers and Functions of the Supreme Court\n\nInterpretation of the Imperial Constitution: The Supreme Court shall have the exclusive authority to interpret the Constitution and its amendments. It shall resolve all constitutional disputes and ensure that all laws passed by the Imperial Legislature are in alignment with the fundamental principles of the Constitution.\n\nReview of Laws and Actions: The Supreme Court shall possess the power of judicial review, enabling it to determine the constitutionality of laws and executive actions. The Court may, in its discretion, strike down any laws or executive acts that are found to be unconstitutional.\n\nFinal Appeals: The Supreme Court shall serve as the final arbiter for all legal appeals within the Empire, ensuring that all citizens, regardless of status, have access to impartial and fair judicial review.\n\nArticle V: Powers of the Chief Justice\n\nPresiding Authority: The Chief Justice shall preside over the Court’s sessions and shall have the power to determine the schedule, docket, and allocation of cases among the Justices. The Chief Justice shall have the power to establish judicial protocols and procedures in collaboration with the Associate Justices.\n\nLeadership Role: The Chief Justice shall represent the Court in all matters involving the Sovereign, the Imperial Council, and other branches of government. The \\*\\*Commonwealth of Totemic States\\*\\* is a union of independent member states, formed for ceremonial and symbolic purposes.\n\n2. This shall hence forth be REQUIRED for any government officer assuming an office, such as but not limited to, Chancellor and Vice Chancellor, a Minister in the Privy Council, Parliament, and Supreme Court. For this, the person (or an Armour Stand representing them with their consent) MUST be visible with them agreeing to the mentioned oath.\n\nEither a proclamation or a coronation shall henceforth be REQUIRED for any Regnal position, including but not limited to, Emperor, Empress consort, Crown Prince, Prince, King, Queen, Queen Consort, Regent, Duke/Duchess, Earl/Countess, Baron/Baroness, etc. For this, the person (or an Armour Stand representing them with their consent) MUST be visible with them agreeing to the mentioned oath.
